Free microchip tools for shelters
The shelter card on the pricing page lists a free tier with two tools: register microchips, and transfer microchip ownership. Looking up a chip on the public search page is also free and does not need an account.

Create an account and choose the shelter role. The free tier does not require the monthly plan.

Register and transfer on the free tier
The pricing card says the shelter free tier includes registering microchips and transferring microchip ownership.

Add The Ark only if you need it
The paid shelter plan is $21.99 USD per month, with a 14-day trial. The pricing page also shows CA$29.99 and £17.99. That plan lists The Ark shelter dashboard, animal records and intake, adoptions, fosters, transfers, kennel management, litter tracking, events, financial records, and reports.
What is not included in the free tier
NAAR, the National Animal Abuse Registry, is an add-on at $1.99 USD per month (CA$2.49 or £1.49), not part of the shelter monthly price. The shelter card says the NAAR add-on is available on the paid plan.
Public microchip lookup stays free at the Microchip Search page whether or not the shelter subscribes.
